Abstract
Cross-organisational incident response requires independent parties to verify each other’s security logs, yet existing blockchain logging and forensic chain-of-custody systems assume a single log owner or a trusted auditor, so none supports continuous mutual verification across distrustful organisations. This paper designs and analyses a practical security protocol built on a consortium-blockchain architecture. Each member acts both as a Contributing Organisation that commits Merkle-rooted log batches, and as a Verifying Organisation that checks other members’ sequences and proofs.
